Local SEO and the Three Slots in the Map Pack
Portland is a dense market. Multnomah County holds more than 25,500 small business establishments, and most of them compete inside a radius measured in blocks rather than miles. When somebody in Portland searches for what you sell, Google shows three map results above everything else. Everyone else is below the fold on a phone.
That is the ranking problem worth solving here, and it is not the same problem as ranking a page. The map pack is drawn from your Google Business Profile, not from your website, and it weighs things your site cannot influence: how close the searcher is standing to you, whether your primary category matches what they typed, how many reviews you have and how recently they arrived, and whether your name, address, and phone number agree across the directories Google cross-checks.
The work that actually moves it is unglamorous. Picking the primary category correctly, which is the single highest-leverage field on the profile and the one most often set wrong. Getting the profile verified at the address you really operate from. Setting service areas so they describe where you work rather than where you wish you worked. Auditing citations and fixing the ones that disagree, starting with the data aggregators that feed the smaller directories rather than fixing the smaller directories one at a time. Building a review process that produces a steady trickle instead of a burst of ten and then two years of silence. Writing location content that is genuinely different per location instead of the same page with the city name swapped.
There is a Portland specific wrinkle worth naming. Plenty of businesses with a Portland mailing address are not inside Portland city limits, and plenty of businesses in Beaverton, Gresham, and Milwaukie market themselves as Portland companies. Google is working from your verified address, not your letterhead. If the two disagree, the honest strategy is usually to rank properly for where you are and build organic reach for where you want to be, because organic results are not distance limited the way the map pack is.
What Is Actually Different About Marketing a Portland Business
Portland sits in Multnomah County, and the city expects businesses operating inside city limits to register with the Revenue Division within 60 days of starting. Depending on the business, that can mean the Portland Business License Tax, the Multnomah County Business Income Tax, and the Metro Supportive Housing Services tax on top of it.
That matters more for marketing than it sounds like it should. The address you register with is the one that tends to end up on your incorporation records, your insurance, your bank, and eventually your Google Business Profile. When a business registers at an accountant’s address, operates from a second address, and lists a third on its website, the disagreement propagates into the citation ecosystem and quietly caps local visibility. Getting those three to agree is often the cheapest local SEO available.
The second thing worth understanding is that the Portland metro is not one search market. It spans Multnomah, Washington, and Clackamas counties, plus Clark County across the river in Washington state. A business on NE 20th Avenue and a business in Hillsboro are both “Portland” in conversation and are not remotely the same in a map result. Deciding which of those markets you are actually competing in is a strategy question that comes before any of the tactical work.

Do we need an address inside Portland city limits to rank in the Portland map pack?
No, but your verified address decides which searches you are realistically competitive for. Google weighs the distance between the searcher and your verified location, so a business in Gresham will struggle to appear in map results for someone standing in the Pearl District, regardless of how good the profile is. What you can do from outside city limits is compete organically, where distance is not a direct ranking factor, and rank properly in the map pack for the area you are actually in.
We are registered in Portland but most of our customers are in Washington County. What should we target?
Treat them as two separate problems. Your map pack strategy should be honest about where you are verified, because that is the part Google will not let you fake. Your organic and paid strategy can chase Washington County directly, through location pages that carry real substance about working in Beaverton, Hillsboro, or Tigard, and through Google Ads geo-targeting, which lets you buy visibility in an area your map listing cannot reach.
We moved offices within Portland and our old address is still on a dozen directories. How much does that hurt?
More than most people expect, and it is one of the most common problems we find. Google cross-references your name, address, and phone number across the web, and conflicting addresses reduce confidence in the listing. The fix has an order to it: correct your Google Business Profile first, then the data aggregators that syndicate to smaller sites, then the high-authority directories by hand. Fixing thirty small directories before fixing the aggregators means watching the old address come back.
How long before we see movement in local results?
Profile and citation work tends to show inside six to twelve weeks, because you are correcting data rather than building authority. Organic rankings for competitive Portland terms are a longer project, usually three to six months before the trend is clear enough to judge. Anyone promising the second timeline on the first schedule is selling you the first kind of work at the second kind of price.
